The approach of the 1970's environmental movement was to advocate strict numerical controls on the release of dangerous wastes into our environment. But industry soon found a way to create new hazards which outdated the governments ability to adequately control and enforce programs. Still nearly 40 years later...regulations are not being adequately controlled. Pollution management has failed. Pollution prevention is the way of the future if the earth is to continue to support us.
